Release Notes

  • The DUCR on an export supplementary declaration now matches the DUCR of the linked frontier declaration (C21 or Simplified declaration, with Permitted to progress or Departed status).
  • The Customs Action task on a job is 'finalised' (the task has the green tick indicator) when an import declaration receives 'Cleared' status and when an export declaration is departed.
  • The associationResponse event is now published when a DUCR is successfully associated to a MUCR (or disassociated from a MUCR).
  • The mucrClosure event is now published when a MUCR is successfully closed.
    For information, both of the above events stopped being published when Sequoia was switched to use HMRC's new export inventory linking API, supporting inventory linked CDS declarations.
  • Declarations are now prevented from being sent if an incomplete previous document is added (one of Type, Category or Reference fields are left blank).
  • The worksheetFinalised event is now published when a CDS worksheet has been finalised.


Issues resolved
  • 68932 - Export declaration does not change state from 'Permitted to progress' if the acceptance (DMSACC) message is received after the P2P (DMSCLE) message.
  • 69065 - P&R check now prompts the user if the commodity code is not found in the tariff.
  • 69355 - P&R check includes fishery certificates.
  • 69534 - Declaration Country no longer included in the declaration message for inventory linked import EIDR declarations.
  • 69507 - The 'cdsDeclarationAcceptanceNotification' event will always include the declarationUcr element. The element will report "NoDeclarationUcrDeclared" if the declaration did not include a DCR previous document.
  • 69288 - API: GetDeclarationState response shows the correct format for the lastNotificationReceived element.
  • 69227 - ETSF External reference now visible in the CCS-UK Inventory list and searchable using Find CCS-UK Inventory.

Release Notes

  • Sending Ocean Inventory Linked Exports now generates an error. This error can be bypassed by sending again, as Ocean Inventory Linked Exports are not yet enabled due to CSP readiness.


Issues resolved
  • 68820 - Resolved issue with updating CDS Import declarations when an inventory record was linked to a saved declaration. Collection notes are now being saved to the job when the inventory is linked to the job. The job reference is now displaying in the agent inventory list.
  • 68041 - CDS Export declarations populating with transport details from associated shipment.
  • 68047 - Inv total [22] column in the declaration report generated from the Declaration Find function is now showing the invoice amount on the header of the CDS export declaration.
  • 67555/67640 - Resolved issue with Declaration Find function.
  • 68531 - "End of Temp Storage" field on the ETSF consignment editor populating with the correct end of temporary storage date(90 days from flight date) when creating or updating an ETSF consignment.

  • 68022 - VAT amounts were displaying incorrectly when PVA was used. This was a consequence of the fix applied for bug 66033 in Release 5.50.
    The VAT amounts are now displaying correctly in the declaration find results and the job task. The VAT payable amount is being published correctly in the declaration acceptance notification events.

  • API: The format of the automatically generated LRN for a CDS declaration now matches the format generated through the Sequoia client. The format includes the year, month and day rather than just the year and month, for example CDSLHR2312250000000066 as opposed to CDSLHR2312000000000066.

Release Notes

  • The ability to convert a declaration party to a CRM account record has been added to CDS declaration editors. The "Add to CRM" button will be shown on all party controls when the data does not match an existing CRM account.
  • CDS Export worksheets now support mapping of the Country of Origin [34a]. The worksheet guidance has been updated.
  • A validation rule has been added to check Customs Office of Exit [29] has been set for all CDS export declarations. This rule prevents sending of a CDS export declaration if it has not been set.
  • Declaration amendment messages now build correctly if a document code is modified.
  • The CDS export declaration report is automatically produced when the declaration is departed.
  • The CDS export declaration report can be automatically sent to your customer when the declaration is departed. Please refer to the customer reports via email guide.
  • Corrected the spelling of Consignee on the CDS export declaration report.

  • 63722 - API: The CDS export declaration schema has been modified to restrict Goods Description to 280 characters. Comments have been added to the party schema to indicate the maximum length of the Consignee and Export names, together with the maximum length of the Consignee, Consignor and Exporter street address. Validation rules have been added to verify these maximum lengths are not exceeded. The party schema restriction cannot be changed as it is shared with import declarations.
  • 65977 - Blank rows were not being ignored when importing worksheet data from a spreadsheet.
  • 66495 - User's full name is now shown on the import and export declaration reports.

Release Notes

  • Representative name and shortcode are now output as part of the Declaration Report.
  • The dialog for adding saved jobs to a shipment has been changed to use a search rather than automatically displaying all the available jobs in a list.
  • CDS export supplementary declarations allow the frontier DUCR to be declared. Duplicate DUCR rules were previously preventing this scenario.
  • The API event 'cdsDeclarationClearanceNotification' is now published for CDS export declarations on receipt of 'Permitted to Progress' status.


Issues resolved
  • 62055 - Duty Method of Payment is now displayed in the Calculation of Taxes section of the import declaration report. This was an issue where the Method of Payment was declared on a separate Taxline to an excise duty declaration.
  • 63762 - Fixed the item number control on CDS export declarations so that the correct item is displayed after tabbing.
  • 65219 - The name of the user who sent the declaration is now always shown on the declaration report at the point of acceptance / clearance.

Sequoia v5.34

Release Notes

  • Live non-inventory linked [NIVL] CDS export declarations are now supported in Sequoia. These are declarations for goods which would normally be departed via a Ro-Ro port using the GVMS system.
    Access to this functionality is being controlled in co-ordination with HMRC and the functionality is not automatically enabled when you upgrade.
    There are restrictions imposed by HMRC as some functionality is not yet supported on the CDS platform.

  • The data from live CDS export declarations will be mapped to an NCTS declaration when the associated shipment is linked to the NCTS movement. The data mapped is the same type of data mapped from CHIEF export declarations (commodity code, gross mass, net mass, packages, etc). Both CHIEF and CDS export declarations can be linked on the same NCTS movement via the same or separate shipment records.
  • A "Create Live CDS Export Declaration" privilege has been added to all export security roles. The privilege is enabled by default but can be disabled if you want to prevent users in certain roles from creating live CDS export declarations.
  • Country of Origin [34a] now included on the export declaration report.
  • Character restriction modifications for CDS export declarations to align with HMRC technical specifications.
  • Item favourite column width and order retained on a per user basis.

Known Issues
  • In certain circumstances Sequoia is indicating, in error, that supplementary units are required for some commodity codes for CHIEF export declarations. This will be fixed in the next release but in the meantime, the warning can simply be ignored. You should only include supplementary units for CHIEF export declarations if required by the HMRC Tariff.
Issues resolved
  • 58055 - Commodity codes which do not require supplementary units throwing exception error for CHIEF export declarations.
  • 56226 - Valuation Indicators (DE 4/13) now greyed out for declaration category H2.
  • 56260 - CDS declaration report realigned to correct layout infringements.

  • The External Reference displayed against an ETSF inventory record will be included on the Release Note report in the remarks section.

  • 55941 - Duty unpaid stock was not being prioritised when removing stock from the Customs Warehouse to an export procedure.
  • 56983 - Supplementary units were not being set when a worksheet was imported into a CDS export declaration.
  • 56838 - Incorrect duty/VAT amounts were being displayed in Customs Warehousing removal report if the removal currency was different to the out of warehouse declaration currency.

Release Notes

  • Duplicate UCN numbers no longer prevent Ocean or Road import jobs from being created. The user is prompted to confirm they wish to proceed and the job reference(s) where the UCN has been used before are displayed within the prompt.
  • The Job find function includes the ability to search by vehicle registration and also by trailer number.
  • Exporter [02] and Quota [39] added to the CDS Import Simplified declaration at item level, in line with the CDS tariff guidance.
  • CreateCdsImportSimplifiedDeclaration and UpdateCdsImportSimplifiedDeclaration API methods have been extended to allow Exporter [02] and Quota [39] to be declared at item level.
  • Customs Warehousing: Multiple Offline Import declarations (OLI) for CDS declarations can be created for the same MRN, as long as the goods are being moved into warehouse (Procedure code starting '71'). This reflects the original behaviour for OLI CHIEF declarations.
  • Consignment Status on the shipment editors include the status of CDS declarations.


Issues resolved
  • 53421 - API calls were receiving errors when creating records where duplicate CRM accounts were found.
  • 52596 - API Impersonation Context was not being respected when creating jobs.
  • 53460 - API was not setting the correct customer details when creating a job if there were multiple accounts with matching EORIs.
  • 55625 - Fixed an issue with the database where Sequoia was failing to display a large amount of declarations in the FSD calculation editor.

Release Notes

  • Customs Warehousing: The stock record is only created when the declaration is in an arrived state. Previously the stock record was being created when a pre-arrival declaration was lodged.
  • CDS export declaration report is automatically generated when a pre-arrival is lodged, and again when the declaration is arrived (has permission to progress).
  • Sequoia supports Microsoft Azure OAuth authentication for email services.
    The CRM - Automatic Customer Reports via Email guide has been updated. In addition a new Email Configuration guide has been added with details on how to set this up in Sequoia.

  • 53020 - CT Guarantee Report not consistently showing the duty/VAT amounts.
  • 53622 - Duty paid stock was not being prioritised when removing stock from the Customs Warehouse.

Previous versions of Sequoia will be unable to communicate with Pentant from 1st March 2022 as they do not support the new connection protocol. The Pentant gateway should seamlessly connect to the FTPS service after upgrading but if you are having problems sending declarations, please click here for a guide to the gateway configuration.

  • 44422 - The errors dialog has been modified to show the MRN included in the rejection message from HMRC. This may be useful in any subsequent conversations with HMRC since we understand they are unable to trace declarations by the LRN. Note it is very unlikely to be the same as the MRN issued once the declaration is accepted.

CDS Development
  • Declarations can no longer be sent once an MRN has been allocated (ie, once the declaration has been accepted/lodged).
  • Basic validation has been added. Click the Validate button on the declaration editor. This is very much a work in progress and only basic rules have been added so far. More rules will be added over time.
  • Declarations can now be deleted when the status is "Accepted on Hold DEFRA Check".
  • Declarations can now be created from a template.
  • Templates can now be created when you are licensed for TDR declarations (previously live CDS declarations had to be licensed).
  • The errors dialog now closes automatically if you close the parent declaration editor.
  • A rejection message containing just a code and description is now displayed correctly in the error dialog.
  • Lookups now work for the Supervising Office [44] and Presentation Office [44] controls.
  • Any 'B05' revenue amounts are included in the VAT totals displayed on the job or in declaration find results. B05 is a Northern Ireland specific tax type.
  • Any carriage return / new line characters are automatically stripped out of the declaration (but not from the Goods Description) - this was causing messaging failures.
  • On receipt of particular error messages the declaration status is updated to "Inventory Failure" for clarity.
  • Sequoia prompts to update a created declaration when it is opened from a job that has an inventory record associated. This will then automatically update the Total Packages [06] to match the inventory record and add the MUCR (Z-MCR Previous Document) with the inventory reference.
  • TDR declarations can no longer be sent with a MUCR (Z-MCR Previous Document) as the TDR system does not support inventory links.
  • The global search now works for TDR declarations (previously live CDS declarations had to be licensed).
Issues resolved
  • 44661 - NCTS Unloading Permission and Goods Released for Transit notifications failed if item level dispatch or destination countries were declared. This will only affect you if you have already been switched over to the CTC messaging system.
  • 44667 - NCTS declaration rejection notification failed if the reason text exceeded 70 characters. This will only affect you if you have already been switched over to the CTC messaging system.

The DeclarationGbExportItem.xsd schema has been extended to include an optional statisticalValueCurrency element. Sequoia will use the latest exchange rate for the specified currency to calculate the statistical value in GBP.

Release Notes

  • Total Packages [06] control has been added to the NCTS declaration editor. This field is optional but will be mapped from jobs linked to the transit movement.
  • The API now supports inclusion of header level Total Packages when creating NCTS declarations. The element is optional.
  • The mapping of Packages [31] from export declarations to the NCTS declaration has been simplified. If all of the Package Kind values are the same, a single Package [31] record will be added to the NCTS declaration with the number of packages/pieces reflecting the total number of packages. Any other items on the NCTS declaration will also have a single Package [31] record with the same Kind but zero showing as the number of packages/pieces. A warning will be displayed to the user at the point of loading the NCTS declaration if Total Packages [06] does not equal the sum of all of the Package [31] numbers.
  • Number of packages/pieces is now included as a column in the item 'summary details' grid of an NCTS declaration.
  • Handling of the Unloading Permission Granted (043) message has been modified to allow for circumstances where any Package Kinds do not match recognised UK Package Kind code values.
  • Transit Guarantee editor will no longer just append 00 to the 8 digit export commodity code but will check for the first code that has a duty measure in order to calculate the potential duty and VAT.
  • Goods Location [30] on import declarations will be defaulted to the shipment destination (if this has been set to a GB location) for road and ocean imports.

Release Notes

  • HMRC CHIEF system will be interrogated on a regular basis in order to check whether accepted import declarations have been granted clearance. The declaration status will then automatically be updated to 'Accepted and Cleared'.
  • The reference used by the CCS-UK AIS RoRo (Advance Information System) system to generate movements to your ETSF can now be captured and stored against the ETSF record. It can also be configured to be automatically added to an air import or road import job as an external reference. External job reference types added/configured through the Data menu can now be selected to be used to 'Map external reference on inventory link', meaning the external job reference type will automatically be added to the job when the inventory record has the ETSF external reference set.
  • The reference generated by the CCS-UK AIS system will also be included in the API 'publishETSFStatusChange' and 'publishAgentStatusChange' events, described here. These are published whenever the status of an ETSF inventory record is updated.

Release Notes

  • NCTS declaration data is now built from the linked export declaration data. Data from each item of a linked export declaration is mapped to an item on the NCTS declaration. This includes commodity code, goods description, gross mass, net mass and packages, marks and numbers. The Creating a Transit movement page of the user guide has been updated to reflect these changes.
  • Item level gross mass on an NCTS declaration is included as a column in the item 'summary details' grid.
  • Business Continuity configuration has been removed from CRM and added to the NCTS Profile page in Sequoia Configuration.
  • The ability to set a default procedure type has been added to the NCTS Profile page in Sequoia Configuration. The procedure can be defaulted to Normal or Simplified and can also be left blank (this will be the default for existing profiles or when adding a new profile). When a profile is chosen at the point of creating the NCTS declaration, the procedure type will be defaulted however it can still be changed by the user.
  • The ability to set a default Principal has also been added to the NCTS Profile page in Sequoia Configuration. This can be used to override the default NCTS Principle configured in CRM.
  • The profile chosen when adding the Guarantee details to the NCTS movement will also be used when creating the NCTS declaration. This change is more visible to those users with multiple NCTS profiles configured.
  • Configuring transit guarantees has been enhanced to show the associated profile description alongside the guarantee reference.
  • ETSF find functionality has been extended to include the ability to search by external reference. A column for the external reference can also be added to the results grid by right clicking any of the column captions and choosing Column Chooser (this guide details how to add columns to existing grid layouts) .

  • A new "interShedRemovalNotification" event is published on receipt of an inter-shed removal notification message. This event can be received via the API or through the Status Event Writer plug-in (the event name will need to be added to the plug-in configuration).
  • The dialog used to link existing job records with an inventory record has been modified. This allows the user to perform a search for a particular record rather then returning all available records in one long list.

  • List service performance problems were identified and have been resolved. This was something that has come to light due to the increase in the volume of declarations being submitted since January.
  • DeleteGbDeclaration API was allowing an accepted declaration, which had subsequently received an inventory failure, to be deleted from Sequoia. In this circumstance, the declaration should be updated with a reason for cancellation and the SendGbDeclarationCancellation API should be used. The DeleteGbDeclaration API will now prevent a declaration in this state from being deleted.

  • The installer now shows the progress of file lock checking and prerequisite checks alongside the progress bar.
  • Duty and VAT methods of payment can now be specified in worksheet data and are included in the Excel template files and the XML schema. The methods of payment can be used when the 'auto populate tax lines on declarations' setting is enabled. Specifying these values can be used to override Sequoia's default behaviour where 'D' or 'F' are used depending on whether a deferment number is specified in the declaration.
  • The time taken to open a worksheet has been improved. This is more noticeable when opening larger worksheets.
  • Import declarations using PVA procedures now report the VAT amount on the C88 as a separate value. 'Total Other' is no longer shown as a negative value on the C88. 'Declaration find' search results for declarations made after this upgrade will no longer show a negative 'Total Other' value (this will not affect declarations made prior to upgrading).

  • Declaration Find criteria has been extended to allow a search for all declarations where Postponed VAT Accounting (PVA) procedures were used.

  • Finalising an Ocean or Road shipment/consolidation (required to be able to link them with an NCTS movement) no longer requires a Master UCR (MUCR). If the MUCR is not set on an Ocean or Road shipment/consolidation then clicking the Finalise button will automatically set the status to "Finalised" without sending the association / close MUCR messages.
  • NCTS statuses have been improved to give more feedback if there is a failure when sending declarations to the NCTS system.
  • The UCN field on a Road Import job is removed when the job is linked with a CCS-UK inventory record as it is redundant.

  • HMRC have issued Customs Information Paper #8.
    We have added functionality that from 1st January 2021 all declarations which have Procedure Codes indicated in the CIP will have the GEN53 AI Statement automatically added to the declaration item.
    The date required will be taken from the flight date of the inventory record (for air) or the shipment date (for ocean or road).
    The 'into warehouse date' will be used for all ex-warehouse declarations.
    Where the job is not linked to a shipment then the AI Statement will be added but the date the goods were imported into the UK will need to be completed.
    These settings are time-limited and will automatically come into effect between 1st January 2021 and 30th April 2021 (or 31st December 2021 for ex warehouse declarations).
  • The default Border Transport Mode [SAD box 25] for declarations linked with Road jobs has been set to '6' for RoRo as it is deemed the most likely 'use case' from 1st January.
  • A prompt has been added when setting Goods Location [SAD box 30] to confirm the correct Border Transport Mode [SAD box 25] to use when the port supports 'mixed' mode traffic.
  • The VAT Tax line Method of Payment code of 'G' for PVA enabled Consignee's (click here for guidance) is now being set when a worksheet with the 'Auto populate tax lines on declaration' setting is imported into a declaration.

  • The ability to print an NCTS TAD/TSAD document in Fallback has been included. The CRM record for the Principal captures the Business Continuity Authorisation Number together with serial numbers for the fallback procedure. A checkbox has been added to the NCTS Movement to indicate that fallback procedures are in place and once checked the system prevents the sending of the CUSDEC message and allows printing of the TAD/TSAD report with the Business Continuity stamps.
  • To support the ability to defer import CFSP supplementary declarations from 1st January for up to six months, an EIDR (Entry in Declarant's Records) editor has been added. Details of this new functionality can be found here.
  • The Declaration Acceptance Exporter plug-in has been further extended to allow output to be filtered on transport mode as well as the option to suppress the creation of sub-folders for the output files.

Sequoia v3.3

Goal

  • Enhance the Archiving application to boost performance.
  • Remove all deleted data from the database.

Release Notes

  • The Archiving application allows the creation of a Job Report for every Job being archived to be suppressed. Where users have separate systems which already capture the Job data, the production of the Job Report may not be required and can therefore be prevented from being automatically produced. This is a configurable option (Job Reports for archived Jobs are enabled by default). Preventing the Job Reports from being produced will improve the overall speed of the archiving process. A further issue was discovered where the Sequoia Client was found to be inoperable during the archiving process - this has been resolved.
  • When records are deleted in Sequoia (Jobs, Declarations, Shipments, ETSF, etc) they are retained in the database but marked as "inactive" and are unrecoverable. They are hidden from the Sequoia client but remain in the database. These records will now be permanently deleted during the upgrade process.
  • The Customer of a Worksheet can now be changed after the Worksheet has been created. The Customer cannot be changed if any part of the Worksheet has been used in a Declaration or if the Worksheet has been "finalised".
  • The "delete" context menu on the Worksheet list now allows multiple Worksheets to be selected and deleted (previously only one Worksheet could be deleted at a time).
  • Option for "passive mode" has been added to the Pentant gateway to support an "Active" or "Passive" FTP connection.

Release Notes

  • ETSF records now include a Transit MRN field in order to indicate a discharged transit declaration has "moved" into the CCS-UK inventory. The ETSF Find functionality has been extended to allow searching for ETSF records by this Transit MRN. The "Transit MRN" column in the results grid is available from the "Column Chooser" menu.
  • 'TRK' can be used as the Carrier on an ETSF record to indicate the consignment has moved by road.
  • Road Import jobs can now be created from CCS-UK inventory records. In addition, an "inventory task" can be added to Road Import jobs to allow linking existing CCS-UK inventory records to a job. The frontier declaration created from a Road Import job which has an inventory associated will be created with the Master UCR (MUCR) generated from the inventory record. The Transport Identity [SAD box 21] will be taken from the vehicle registration / trailer number (if there is a shipment record associated to the job), otherwise the inventory carrier and flight number will be used. Border Transport Mode (SAD box 25) will default to "3 - Road Transport".
  • The Declaration Find now includes the ability to search for, and display, the Border Transport Mode. The "Border Transport Mode" column in the results grid is available from the "Column Chooser" menu. Upgrading to this release will automatically populate the existing records in the Sequoia Data Warehouse database with their Border Transport Mode.

Sequoia v2.6

Goal

Release Notes

  • The API now supports retrieval of an NCTS Movement Status. There was already a method to get an NCTS Declaration status but if the NCTS Declaration was created as the result of an arrival message being sent, the status would always be "Declaration Created".
  • The API now publishes an event whenever an NCTS Movement's status is updated. The payload of this event contains the LRN, MRN (assuming an MRN has been allocated) and the current status in plain text (i.e. 'Declaration MRN allocated'). This event is also published if the status is set "manually" via the Status toolbar button on the NCTS Movement editor.
  • The NCTS Find Transit Declarations functionality has been extended to allow searching by Movement Status. In addition, the 'potential guarantee amount' of the NCTS Movement has been included in the search results data.

  • The NCTS system does not support declaration of GB issued guarantees however it is being extended in the near future to allow this. The Transit Guarantee functionality within Sequoia has been extended to allow a guarantee to be automatically added to the NCTS declaration once the system supports this inclusion. This is set to false by default.
  • NCTS declarations can now be sent including safety and security information. This will also include production of a Transit Security Accompanying Document (TSAD).
  • Search functionality is now available for NCTS.

  • The external NCTS test system is not currently working. This means that we have been unable to fully test the NCTS message build. We have compared the message build to the previous version (before security declarations were added to NCTS in Sequoia) and have found that NCTS builds messages in the same way. Recommend that this does not get deployed to any users who currently use NCTS until we can get a proper response from the NCTS test system.

Goal

  • Enhance NCTS to include ability to declare Security details.

Release Notes

  • NCTS Security Declaration Details will save, but currently will not be sent in an NCTS declaration message.
  • On this upgrade/installation and every subsequent upgrade from this release onwards, the message log table will be truncated so that it will contain records of messages from the last year only.
Issues resolved
  • 30033: NCTS Seals grid has a horizontal scroll bar once more than 3 seals are declared
  • 29969: Declaration Find not pulling all records from the data warehouse into Sequoia
  • 29972: Air Export Jobs tab is not updating after processing a batch via API
  • 29307: ICS code not populating on Sequoia Find Declaration Summary pane
